【課題サンプル】

あなたは環境省・諮問機関の委員です。現在、世界の約7億人が、水不足の状況で生活していますが、その原因には、環境的側面の他に先進国の水の大量消費などの経済的側面があります。今、環境ベンチャーの集まる説明会で、この水不足の解消に関してビジネスチャンスとしての価値や重要性を訴える機会が巡ってきました。

　The Earth is often called "The water planet." Ninety-eight percent of the water comes from the sea, and the rest, or two percent, is fresh water. In fact, most of the Earth's water lies in the form of ice in the polar regions, and only 0.01 percent is available to land-dwelling animals including human beings.

Today, about 700 million people are suffering from water shortage, with 4,900 children dying from unsanitary water every day. Water shortage is mainly caused by advanced countries using it in large quantities. Japan, a large importer, indirectly consumes a large amount of water used to produce goods in other countries. That is, consuming imported goods means that the country uses several tons of water used to produce goods overseas. We are unknowingly affecting the lives of people in developing countries.

As a large consumer, Japan is responsible for the current situation, and has to play a leading role in tackling the problem. Now, many actions are being taken around the world to tackle water shortage, and business opportunities have been opening up globally.

In this presentation, I'd like to talk about the following: First, what the primary causes of water shortage are and how Japan relates to the causes. Second, what concrete measures are being taken by some countries. Finally, what techniques are useful for water business, and how they can be used as business models.

　地球は水の惑星といわれていますが、98％が海水で、淡水は2％、その大部分は南極や北極の氷山などで、私たち陸上生物が利用できる水は全体の0．01％にも満たないのです。現在、世界の約7億人が、水不足の状況で生活しています。不衛生な水しか得られないために毎日4900人の子どもたちが亡くなっています。水不足の原因の多くは、先進国による大量消費です。さらに輸入に頼っている日本は、その生産に必要な水を間接的に消費していることになります。輸入品を消費するということは、それらの産出に使われた海外の数トンの水を消費していることと同じです。私たちの普通の生活のために、想像以上に途上国の生活を破壊しているのです。

　日本には先進国として、そして大量消費国としての責任と役割があります。現在、水不足解消に向けた取り組みが、ビジネスチャンスとして国際的に広まっています。私はこのプレゼンテーションで、次のことを軸に、段階的にお話しいたします。一つは、水不足解消の重要性として、その原因となっている事象と、日本のかかわりについて。二つ目に、世界各国における水不足への取り組みの例について。そして最後に、現在、水事業に有効的に利用できる技術の紹介をいたします。同時に、ビジネスモデルとしての有効性について、お話しさせていただきます。
